The phone is turned off or has no service: If the phone is off or in an area with no cellular reception, the call will likely go directly to voicemail.
The number is blocked: If the person has blocked your number, your calls will go straight to voicemail without their phone ringing.
Call forwarding is enabled: The person may have set up call forwarding to send all calls directly to their voicemail.
Technical issues: While less common, there could be temporary technical issues with the network or the recipient's phone that are causing the calls to be routed straight to voicemail.
